The discovery of natural resources, especially oil and gas has made a pivotal point in some of the oil-producing countries in the modernization era. This matter is also no exception for Negara Brunei Darussalam as an oil producing country and making it as the main source of the country's economy boost since its first discoveries. Starting from Brunei's first oil export in 1932, the rate of production and export value of crude oil in Negara Brunei Darussalam as a whole is increasing. The production of crude oil increased from 276,845 tons in 1933 to 1,594,000 tons in 1945 and further led to 178,000 barrels a day in 1983, meaning that oil resources have played an important role in improving and boosting the economic performances of Negara Brunei Darussalam. Nonetheless, despite this remarkable growth and development, the presence of oil and gas has made Brunei remain a rentier country from 1929 to 1984. While other economic sectors did not play an important role in Negara Brunei Darussalam's national treasury. With that, this study discusses Brunei as a rentier country that is very dependent on the oil and gas sector as a source of national income throughout the period after the discovery of oil until before Brunei's independence in 1929 - 1984. With that, the concept of a rentier country practiced by Negara Brunei Darussalam during this period is as follows: Before the discovery of oil in 1929 until the first oil export in 1932, the results of oil exploration in Negara Brunei Darussalam were obtained through the payment of oil concessions from the only international company, the British Malayan Petroleum Company (BMPC). Then, leading up to Negara Brunei Darussalam's first exportation in 1932 until the Japanese colonial phase in 1945, Negara Brunei Darussalam's income was through concessions, taxes and royalties through the BMPC company. In 1963, the state of Negara Brunei Darussalam as a rentier country was even more significant, as the country of Negara Brunei Darussalam signed an extension contract agreement with the investor Brunei Shell Petroleum for oil mining on land (onshore) and offshore (offshore) for a period of forty years and after that on, in 1973, the rentier system in Negara Brunei Darussalam faced a development where Negara Brunei Darussalam took a 25% share in running an oil company with Brunei Shell Petroleum and followed in 1984 where Brunei took a 50% share. In principle, the oil industry during this period is still dominated and manipulated by rental sources from the BSP company and this is different from other rentier countries which have partly run their oil and gas industries privately without utilizing the rentier system as before. With that, this circumstance has both positive and negative impacts that will also be discussed in this study.
